Institute of Engineering and Ecological Construction and Mechanization was formed in 2011 as a result of unification of the oldest departments of MISI named after Valerian V. Kuibyshev (now – MGSU) - Water Supply and Water Disposal, Heat Supply and Ventilation, Mechanization and Automation of Construction.

Since its foundation and until July 2013 the Institute was led by the Professor, Candidate of Engineering Sciences, Advisor RAASN Elena Gogina. From September 2013 to July 2014 Professor, Candidate of Engineering Sciences Mikhail Stepanov was acting director of the Institute. In 2014 – 2020 Kirill Lushin was the IIESM Director.

Endorsement of a new profile of training workers for housing and communal services and the creation of the Department of Housing and Utilities Sector as a part of the IIESM in early 2015 was an important milestone in the history of the Institute. During the same period, many students and employees of the recently disbanded Institute of Housing and Communal Services joined the Institute. Thus, IIESM became the legal successor of most of the Faculty of Urban Construction and Economy that once existed at MGSU-MISI.

In June 2015, a group of specialists in the field of "Automation of technological processes and production" and "Management in Technical systems" and some students joined the Department of Electrical Engineering and Electric Drive. As a result, the Institute began training bachelors in Construction automation systems and technological systems.

In the spring of 2016, a significant reorganization of the institute took place. The Department of Water Supply and the Department of Water Disposal and Water Ecology were united into one departments, as well as the Department of Heating and Ventilation and the Department of Heat Engineering and Heat and Gas Supply. As a result of the associations, the Department Water Supply and Water Disposal (VIV) and the Department of Heat and Gas Supply and Ventilation (TGV) were formed in the institute. At the same time, the Department of Electrical Engineering and Electric Drive (EiE) was eliminated and a new Department of Automation and Power Supply (AiE) was created. As a result of all the transformations since September 2016, the number of departments decreased from 7 to 5.

At the same time, the Scientific and Production Methodological Center "Industrial Mountaineering" was withdrawn from the IIESM and transferred to the newly established Research Institute of Design at MGSU, according to the Decision of the meeting of the Department No. 6 of the Scientific and Technical Council of the NRU MGSU (Protocol No. 1 of 12.04.2016).

On May 10, 2018, by Order of the Rector No. 158/130, the REC "Intelligent Systems and Automation in Construction" (ISTAS) as part of the Department of Automation and Power Supply was renamed into the Scientific and Educational Center "Smart City".

In September 2019, the Institute announced two new master's programs: "Heat and Gas Supply and Ventilation" and "Smart City. Technologies."
